^ Because they can't decide on whether Lord Stuffington Cucco the Third or Lady Wunderbolt the Eleventh should go on their 7.8 cucco coins. (Gotta sort this kinda stuff out before you go about dominating the world. Imagine if they went ahead and mass produced them only to change their minds later. They'd be the laughingstocks of the Milky Way.)
