I'm pretty sure the Wifi Plaza doesn't work like that...I think it's all random...

The instruction book said that you can make your own wi-fi plaza meet up if you know people's friend codes. That's how you are able to make poffins via Wi-Fi and the girl next to the poffin machine talks about this.
