I want to know if I use the white flute, the black flute or the cleanse tag how much exactly does that raise or lower the chance of seeing a Pokemon?

I'm not sure how much it's raised or lowered. I dunno if they actually tell you the rate at which it's raised/lowered or not.

Intidimate also works as well. I wonder what the percentege of repelled pokemon is after using the black flute, and having a high-leveled pokemon knowing intimidate and holding a cleanse tag in the first slot of your party.
