Will Ash ever have a full evolved three-stage Water type?

Ash has a fully evolved fire starter (Charizard) and a fully evolved grass starter (Sceptile), but in terms of water...he has none.

Squirtle and Corphish appear to be Ash's strongest water types despite being unevolved. Kingler is a decent back-up and the writers unfortunately dropped the ball with Totodile.

Since Ash isn't getting the water starter this gen because Dawn has Piplup, will we ever see Ash with a water type that reaches Charizard/Sceptile level of strength?

Doubtful. The fact of the matter is that the Water-starter is usually the least popular in every generation just because there are SO MANY other water Pokemon to be caught in the wild. Piplup is pretty much the exception and it got by on sheer cuteness/marketing appeal. In other words, so far there hasn't been much call for a fully-evolved Water-type, in terms of fan response . . .

...You act as though there are numerous three-stage water types to choose from. Sure, you got the starters, but the only other ones put there are Poliwag (which Misty owns), Horsea (which Misty also owns), Lotad (which /Brock/ owns), Slowpoke (honestly won't happen), and Spheal (already old hat).

And you can't suddenly turn around and say, I" meant final-stage pogeys," because you already mentioned Kingler. His only bet for one is Totodile, and you are right. The writers' dropped the ball on it. =p Question answered. Maybe he'll get the 5th gen's water type.

You forgot Azurill. And Slowpoke can only evolve once. But yeah, still not happening.

Slowpoke -> Slowbro -> Slowking. ....And I know I forgot Azurill after I posted, but it doesn't matter either way. Azurill's not only owned by Misty, but it's a normal type, so even if it is a three-stager, I call foul and say it's a 2.5-stager. *halo* Loophole.

__________Slowbro
Slowpoke<
__________Slowking

It's a common misconception for them to be a three stager, but it's an alternate evo. Anyway, I don't know if Ash will ever have one.

Slowpoke -> Slowbro -> Slowking

No
Slowpoke -> Slowbro OR Slowking
Slowpoke + Shellder = Slowbro (by the games: a certain level)
Slowpoke + King's Rock + Shellder = Slowking (by the games: trade with King's Rock)

And if I'd ever bothered to get a Slowking, I've known that. Oh well, I'm wrong. *shrug* My point still stands though.

It really does make me wonder if Piplup will stay as-is for the duration of D/P, or else it might be the first fully evolved Water starter in the series owned by a main character. (excluding Gary's Blastoise since he's not a main character)
