I think that it will learn how during the battle with Volkner. Some fans say that it should have learned how to control it as Monferno when it evolved into Infernape.
It was pointed out by Paul that Monferno transformed the energy from Blaze into evolution power and that helped it evolve into Infernape. Well, I was watching the Japanese version with English subtitles so I don’t know if the translation was correct.
Though it is plausible because Monferno at the last second was in an emotional scene with Ash, and then it flew off to save the trapped Pokemon. Then it evolved to its final form.
It will use Blaze against Volkner and by the previews it looks like it is going to be out of control. However, I think that it will learn a new move at the gym. I also think that this will help it finally control its massive power.
If he does use Blaze against Paul, I think that it will be a last ditch tactic against him to win the match. You know to show Paul the power that he was trying to dig out in the first place, and then this power will be what finally defeats him. So, in my own thoughts Blaze will finally be mastered at the gym, but will only be activated again to beat Paul.
Anyone have other thoughts on this?
