I could go on forever, but in a short answer, only 1 of all the pokemon that left in the show came back, so Cacnea and Chimecho won't come back.

Anyway, I want both Cacnea and Chimecho to come back. Cacnea would have evolved into Cacturne to show how much stronger it has become since James left it with Gardenia (plus, its hugs would be more painful). If Chimecho comes back, it might compete with Mime Jr. for James' attention.

If Chimecho did come back, then James might give Mime Jr. back to his grandparents. And Cacnea? Obviously it would be a Cacturne. And then his Cacturne could start a rivalry with Harley's Cacturne, if Harley ever comes back.

He still has Chirean since it's only at a summer home, so the only question is if Sabonea will come back. I gotta say... no. Kojiro seemed content with leaving it with Natane when he learned it mastered Drain Punch. It certainly wont evolve ever. Dark types are evil in the eyes of the writers.

It's possible that they'll be shown with James at the end of the series.

If they get new evolutions in future games, it'll open up the possibility of seeing them return earlier.

Cacnea is possible but Chimecho has already been replaced with Mime Jr. so there's no reason to bring it back.
