There is an unknown space of time between HG/SS and B/W, but whether or not we'll ever see it, Team Rocket does in fact return. After the main story of HG/SS a Team Rocket grunt steals something from Cerulean City. I can't remember what it is, but he eventually tells you where it is hidden and says that he had no idea that Team Rocket had disbanded. He said he would go back home and recreate Team Rocket. In Icirrus City in Black and White during winter snow forms ramps and you can access a house. In this house the man reappears (Though as a Roughneck trainer class instead of a Team Rocket member). He says the following...

"Oh! Member of Team Rocket I was, long time gone! But Team Rocket bye-bye a go-go . I my region went home. Make new Team Rocket, I did! So myself I pledged! But now I married am. Now for Team Rocket there is no time by me. But happy family is big hurray!"

His wife also says "I heard that the RageCandyBar is the favorite of my sweetie's old coworker." and his son says "My dad used to have a cool job in a faraway region!" The faraway region could be referring to Johto/Kanto or a different region. The latter would explain his bizarre fractured English. If it was referring to the former however it's likely it was formed in Unova in the past. This seems unlikely however because in both HG/SS and B/W he had fractured English and that possibly means he comes from a different place with a different language.

What do you think? Do you think we'll ever get to see the 3rd recreation of Team Rocket?

Definately will happen. They mention in HGSS a new land, this is yet to be known.

No. After HGSS main events, some Rocket fights you then says about a new land.

Oh, yeah, that's the guy I was talking about. But yeah, he could be talking about Unova. Hopefully not though. Maybe in Pokemon Gray they'll give him his own sprite so he actually looks like he could have been a leader of Team Rocket.

Evidence that he Is?

They both have fractured English and he says is going to recreate Team Rocket in HG/SS and in B/W he says he had done. His wife also says his coworker liked RageCandyBars so he was definitely working in Johto/Kanto at some point.

The two games were being worked on at the same time, so BW Team wouldn't have known his existence, RageCandyBars were Johto and he was unaware of this, as is mentioned.

I highly doubt that what you're saying is correct, though I respect your opinion. His appearance in Black and White seems little more than a reference to the Grunt in Kanto in HG/SS. I think it's a bit ignorant to think that the two teams had nothing to do with each other. And if he was a Team Rocket grunt he would have had to started off in Johto because the original team in Kanto disbanded about 5 years before the storyline of HG/SS.

When he said he was unaware they'd disbanded he could be referring to Kanto.

Click here and scroll down a bit. It says that their is a time distance of 3 years between the Kanto and Johto Team Rockets. No way in hell did that guy still think that Kanto Team Rocket was still around.

The guy has existed since GSC...

The guy in BW is the same Rocket Grunt. This has already been established.

As for the answer to the question. No. Team Rocket is done.

Even though the grunt's language is broken even in Black and White, it's safe to say that Unova is his home. It would be random if he settled down in Unova for no particular reason after returning to his home.

Whatever the case is, the second "resurrection" couldn't have been very big. Chances are that the grunt was just looking for the Lock Capsule, or he did have the item but was unable to open it. Having failed, he gave up on whatever he was planning and instead got married.

It's all rather silly, actually. I wish Game Freak would do something more substantial with old characters and special events in the future; the events with the legendary beasts and Celebi were just barely better.

When I first heard that the lock capsule held a TM I was pretty pissed off. It could have been something really awesome like allowing you to get Black and White Pokemon or something...

I suppose it's just a reference, but I really do hope that Team Rocket return one day.

I stand by the theory that Giovanni committed suicide in HGSS. So any reason for Team Rocket to return is literally dead.

And I certainly don't want them to return. :/ 4 times is more than enough.

This is just something that I would like to happen,a theory of mine.

Gamefreak surprises fans by not making R/S/E remake.Instead they make a game where you play in Kanto again, but in the time of B/W which means 5 years after HG/SS.

Team Rocket rises once again,Red is dead(hey, that rhymes:)),Gold is gone and it is up to the new protagonist to put an end to T.R.

I like that idea, but chances are it'd be a R/S/E remake.

As much as I would love one last generation with Team Rocket, there's a 95% chance of it not happening. When they were revived during GSC/HGSS, they seemed kind of desprate. It was a small band of grunts and executives starting out by selling Slowpoke Tails, then by taking over a radio tower. They only had 3 major encounters: The Slowpoke Well, The secret base underneath Mahogany Towm, and The Goldenrod Radio tower. On top of that, it's implied that Giovanni commited suicide, so unless an executive takes over, I don't really see it happening.
