What are you offering for me giving the information? If nothing, then you're on the wrong forum section. 
Anyway, I don't know myself, but I strongly think you cannot trade in GTS for Pokémon you haven't seen already, even in HGSS. As for Wi-Fi, there has never really been any limitations.

Mr prices for this information do not come cheap. However, if I am to assume you are asking do you have to see a pokemon to get it off the GTS, then yes. Connectivity and all.
