Will Volkner appear in Best Wishes?

When I am re-watching the DP episodes, when i watched the Jasmine episode, I started to think is it possible that a gym leader from DP appear in BW, then my mind came across the quote of Shauntal:

"Do you know Thunderbolt?" was his first greeting to me. It wasn't until after we battled that I learned his name was Volkner.' That's part of a novel I wrote. I absolutely love writing about the close bonds between the Trainers who come here and the Pokémon they train. Could I use you and your Pokémon as a subject?"

If Volkner challenged the Elite Four, in anime he will have to challenge the league, so I think he may appear and beat Ash in Unova league finals, and Ash and co may witness Volkner battle Shauntal.

Um, no? Why on earth would he need to be in Best Wishes?

Because of a minor reference to him? That's not enough for a reason...

Besides, Jasmine appeared in DP because she did so in the games. And that's the only reason she appeared.

Volkner doesn't, and thus doesn't need to.

And Volkner beating Ash in the league finals sounds extremely disappointing. More so considering Ash already beat him in their Gym battle...

As you say, Jasmine appeared in DP just like she did in the games, so Volkner may also appear just because of a minor reference.

And as one of the thread mentioned before, gym battle is just to test a trainer's skill, they are not battling with full effort. In addition, in the anime his signature Pokemon is his Raichu, not Electivire like in games, which we hadn't see its battle, it may be more powerful than his other Pokemon.
 
The only DP anime characters I can see returning in Best Wishes are Looker (who already did in the two unaired episodes) and Cynthia (because she actually appears in the games; but I hope she doesn't, I'm getting really bored of Cynthia and all the praise she gets).

Considering the way the anime has treated the Elite 4 prior to Sinnoh, we don't even know that Shauntal will appear (After all, no Johto Elite 4 members actually appeared during the Johto arc, and only Drake and Steven appeared in the Hoenn arc), it took until the Battle Frontier arc to finally see all of the Kanto Elite 4 and until DP just to see Wallace.
