Wish cannot be used if the HP of the user is full

...Which I'm pretty positive is false. At least on DPPt, but like I said, I don't know about the other Generations, so that might've been the reason for the incorrect statement. Haven't edited it because of this.

Anyone know about this in the other Generations?

I can test it in a bit, but I'm quite sure it can be used, but will fail if it attempts to heal a Pokémon that is at full health. So you could use it with full health, take a hit, and then be healed as normal.

Yes, it can be used with full health. If it attempts to heal a Pokémon that has full health, it will fail, saying "<name>'s HP is full!". If they take damage after they use it, but before the effect goes off, it'll heal just like normal (as I said above).

I'm assuming you spotted the statement on the Wish article? I'll go fix it myself, the page is in need of updating anyway.

Right on. I was referring to my lack of knowledge on Wish in Generation III, so thanks for clearing that up ^.^ . Looks like it works that way too for Generation III.

Well, since the sentence isn't changed yet, I suppose I'll just reword it then?
