Who needs a submersible car? What would you ever use it for? I mean, imagine the conversation...

They should at least make the wheels fold.
Maybe if they add a propeller to the back of the car, they can actually make it to the bottom of the country and back without the annoyance of traffic.

What would you use it for?
I'm pretty sure some oceanographers could use it to map the ocean floor. Marine biologists could use it to study various species of fish.
How much of that money could have gone towards aids or cancer research?
AIDS and cancer research (and their respective charities) currently get far more money than any engineering program that I'm aware of.
