I haven't decided yet, but I might make a Pokémon fan game for PC (my own code, not a ROM hack).
Here are the details:
- Generation I remake using graphics mostly from the Generation I games and a battle engine similar to (but not exactly like) Generation I's.
- Many of the old rumours will be included, including Pokégods. After catching all 150 Pokémon, the Pokédex will be expanded to include the Pokégods.
- Glitches will be mimicked (so, there will be MissingNo., the Mew glitch, maybe Glitch City if it isn't too much trouble, etc. Minor glitches like the man on the roof and standing on trees I may not bother with)
- Two versions:
Orange - It starts out very similar to a Yellow remake with a few changes to be closer to the anime... but then after you beat the League you go through the Orange Islands and compete in the Orange League. Orange League gyms will consist of battling and mini-games.
Purple - Team Rocket version... play as Jessie or James through a Generation I remake but with the objective of completing missions for the Boss rather than winning gym badges. Main missions will include the stuff from Generation I (casino, Silph Co., Pokémon Tower, maybe the Cinnabar lab) but from Team Rocket's point of view, along with some stuff from the anime. Orange Islands will be included as well.
- Trading / battling will hopefully be possible between versions
- I may release a save file of the game at the half-way point (after the Kanto part is completed and right before the player goes to the Orange Islands). That way if someone was just interested in it for the new stuff / Orange Islands he wouldn't have to play through what is very similar to the old game.

So Generation I-style, for a couple reasons. First, there's the nostalgia effect. And old rumours / Pokégods being included only makes sense in Generation I, not in any later game. Second, less work for me (less Pokémon / moves to program, less graphics (no Shiny, no animation), any new graphics would look better since I won't have to spend extra time focusing on detail / matching the look exactly). So I'll be better able to focus on new stuff rather than remaking old stuff. And less work for me means I can finish making the game faster.

A technical limitation would be that it would be an EXE file and not playable on Mac (I'm not sure about Unix / Linux / anything else, but most likely it won't be playable on them either).

Would anyone be interested in this? And if so, what would be some features not mentioned here that I should consider?

this would be awesome honestly. You should include the lavender town story with the buried alive model and such in there too.
 
I'd play the game. Recently some friends and I were talking about doing a run through of the old games as a ROM, but we were thinking we would want to play an edited ROM with some bonus features in it to get something slightly new and refreshing while still remembering the "good ol' days". If you build it and post it, I will probably try it out and let you know how I like it and possibly spread it to my friends.

Also I agree, go for "Buried Alive", and "White Hand" models possibly even your own miniature story line for it, you never know... could be fun. :D
 
I'm actually not too familiar with either of those... I'm going to stay away from creepypasta stuff simply because it more fits into the category of fan fiction rather than true rumours. But maybe I'll look into them and include them as a bonus feature after I finish making the game... maybe I'll have it so the player enters a cheat code to activate them. I don't want to make them as part of the main story because I think it would be weird to change a major part of the game to something like that... major changes will only be done to reflect the anime. All other stuff (like the Pokégods) will be bonuses accessible by entering cheat codes or unlocking them by beating the game, etc.
Basically, here's my problem with creepypasta - it's all obviously fake and stands out as not being in the style of Pokémon at all. I don't want the player to be playing a Pokémon game and then come across something as farfetched as that and be like "wtf is this?!". I mean, even if he gets the reference, it would still stick out... it'd be like playing Pokémon one second and then the game suddenly becomes Tony Hawk. So something like this is best left to a cheat code where if the player chooses to experience it then he activates the code, if not he plays the game normally.

Anyway, if I do make this then it will definitely take a while... so far all I have is ideas and I haven't even started the programming, which I'll be writing completely by myself (along with making any new maps / graphics that are significantly different from ones in the actual game). Also if I do make this, I'm going to need someone to help me with music, as that is the one part of the game which I cannot do on my own.

For the "Buried Alive" and "White Hand" models, I can understand not wanting to make it part of the main story line, but if you do choose to unlock it with a code or something, you should design them as activated events. If you don't include some background event to revealing them then, yes, it will not make any sense.
I will completely understand as well if you choose to just not include either of them all together.
I'm sorry I can not help you with any of the design process nor the music design, I just don't know anything about that kind of stuff. However I bet all you would really need to do is search around on the internet till you find someone who is willing to help, hell I wouldn't be surprised if there was probably a forum just like this dedicated to just ROM building.

All I can say is, Good Luck, I hope you are successful in your endeavor.
