Would Ash have won the Sinnoh League?

It bothers me that Ash could have won the Sinnoh league if it wasn't for Tobias. It annoys me that Ash had to go up against an opponent who literally had legendary/rare pokeomn. Yes I know the writers did it on purpose. -_-

So if Tobias never had legendary pokemon or was never introduced would Ash have won the Sinnoh league? Opinions pls. :)
