Would like to contribute, but don't know where to start

Hello, I have got time in my hand and I can do with polishing up the Chinese names section (definition of the chinese characters and how it's relevant to the pokemon's origin etc.) of the pokemon entries which's been lacking since pokemon DP.

Where should I start then? (I haven't got a bulbpedia account)
 
Well, we'll have account creation re-enabled soon enough. (if not, we might start manually creating accounts by request.)

Anyway, we have a good deal of Projects active on BP, you might find a good starting point in there.
You mentioned you can help with the Chinese name origins in the PokéDex entries; that might be a perfect place to start. Just pick a Pokémon to start with and work your way through, or however you'd like to do it. You might spot some other things to improve as you go along, I know I generally do. There's not a massive demand for any one thing right now, as far as I know, but if you just browse around, you'll surely spot stuff to work on.

There's always incomplete articles to improve, and wanted pages that need creating. If you're in the mood for some really big projects, that is.
