Well the pic mentions Jessie so it's safe to assume TR's causing trouble again.

It also mentions Luxio so I think it's safe to assume he is most likely gonna evolve here.

Well I looked at the Japanese characters for Team Rocket and it has the same Japanese characters next to the picture, so yeah, it at least mentions Team Rocket.

Usually, but not always, when a main character and his/her Pokémon are explicitly mentioned in an episode summary, it means that Pokémon has a major role to play. Considering that Luxio does not have much screentime on its own, it being assigned to prominence during this episode speaks volumes.

Meh Team Rocket doesn't bug me here. Its better they're behind whatever it is than those Malamar cause I'm still irritated those hideous things have already had 2 episodes while Litleo has had none.

Well, what if the reason Jessie falls in love with him is due to whatever device the doctor uses to control the Electric-type Pokemon?

Luxio IS confirmed to evolve soon (at least before the movie), so unless they are just giving it focus, so its inevitable evolution feels better, Luxio has no choice but to evolve here.
