As for me:
Kanto: Blue (or Sabrina, or Brock)
Johto: Jasmine (or Clair)
Hoenn: Flannery
Sinnoh: Roark (or Fantina)
Unova: Skyla (or Drayden)
Kalos: Korrina (or Valerie)

Kanto: Brock or Lt. Surge. I liked anime Brock as a kid. I like Lt. Surge's character design.
Johto: Morty (HGSS Design) It's so purple and lovely and looks so much better than his original design.
Hoenn: WALLACE ♥ Everything about Wallace is greatness. Everything.
Sinnoh: I never get far in Sinnoh, but I love Roark's design. He seems like a cute little rock nerd.
Unova: Cilan, Chili, and Cress. Or Cheren or Marlon. Because I think they're cute.
Kalos: Olympia because her cape is absolutely GORGEOUS.
 
Kanto: Koga/Janine.
Johto: Morty (HGSS).
Hoenn: Juan.
Sinnoh: Fantina.
Unova: Drayden.
Kalos: Wulfric.

Kanto: Giovanni (go Ground types!), although even if he weren't as cool as he is, he would probably still be my pick just for having one of the cleverest name puns.
Johto: Clair, especially after HGSS provided a bit of context for her vanity and somewhat rude personality (she's trying to cover up her awkwardness). Chuck comes close, as he's pretty cool.
Hoenn: It has to be Wallace.
Sinnoh: Gardenia.
Unova: Clay. Elesa as a close second.
Kalos: Korrina.

Kanto: Brock and Misty because of the anime.
Johto: Morty, because he's cool-looking.
Hoenn: Wallace, because he's so fabulous it hurts.
Sinnoh: Volkner, because he looks awesome.
Unova: Elesa, because I find her resemblance to Lady Gaga absolutely hilarious, and Drayden because he has the coolest facial hair in the entire series.
Kalos: Wulfric, because I imagine he has a cool Scandinavian accent.

Favorite Battle (hardest or most memorable)
1: Sabrina
2: Clair, never had a problem with Whitney but that Kingdra tho
3: Winona, she was damn tough especially compared to Falkner. Did not expect her having a dragon type with earthquake.
4: Volkner
5: Elesa, an electric type gym leader where ground is mostly ineffective is pretty memorable and difficult
6: Valerie

Favorite Design (looks and/or personality)
1: Koga
2: Clair
3: Flannery
4: Byron, the anime made this guy really funny
5: Skyla
6: Korrina
 
Kanto: Erika- she's the first Grass Type Gym Leader. Will always have a place in my heart. Besides, all the Gym Leaders in Kanto were pretty meh in general in terms of personality. HOWEVER: I'm kind of fuzzy on whether or not this counts, but if it does, then Blue > all Gym Leaders in all of the regions ever in the history of ever.

Johto: Clair- less because of her personality and more because of the lore and history she comes attached with, being essentially the guardian of a village of dragons and giving Lance some much needed depth of character. She's also got an insanely badass design.

Hoenn: Norman- like with Kanto, I don't care much for any of the Hoenn leaders, but Norman is special because of his impact on the PC and for being the only time the PC's father has been, y'know, there. Really, he should've been the final Gym Leader. Goddamn, Hoenn's pacing issues.

Sinnoh: Gardenia- You know I have to go with the Grass type Gym Leader here again. I mean, come on. I do find Fantina hilarious and full of personality though. She'd be my second choice. Volkner is what young me would have gone with because young me was emo af, but Gardenia is my definite choice now.

Unova: Drayden- I'm not choosing Grass Type Leader Cilan because he's not even an individual on his own. He lacks personality like Erika but also has to share the spotlight with his brothers. Iris would've won, but in my eyes she's the Champion instead of a Gym Leader, so BAMF mayor and Dragon Master Drayden wins this by default. I like the concept of Cheren but the character makes me yawn with boredom, and frankly, Blue did it better.

Kalos: Valerie- this was a tough one because even though I think all 8 of them look amazing, none of them left a lasting impression on me in terms of personality or Pokemon team. I guess Valerie by default for being the first Fairy Gym Leader. Ramos, the Grass Type Gym Leader, comes in a close second because Grass Types.
 
Kanto: Misty. Do I even need to say why?
Johto: Pryce. His battle was a little tedious but he's still my favourite because a) ice types and b) he was fantastic in the anime.
Hoenn: Flannery. Something about Flannery's character and spirit just resonates with me.
Sinnoh: Maylene. No special reason, I just like her.
Unova: Lenora. I loved the gym puzzle and she's actually pretty challenging for being an early gym leader.
Kalos: Ramos. It was close between a few of them but I enjoyed Ramos' team and gym puzzle.
