Hmmm... Don't really remember anything that I watched when I 3 or 4. Would saying something that I remember watching as an 5-10 year old count?
 
If that is as early as you remember.
 
I'd have to say Sesame Street, Scooby-Doo, Where are You? (the 1969 version), Superfriends, and The Electric Company.

BTW, this belongs in the misc forum. It doesn't seem to be any sort of game as far as I can tell.
 
It is a kind of random game, but a game non-the-less
 
Pokemon when I was 4 (Japanese version). And heck yes, obviously. XD
 
Okay. A few shows I remember watching during my younger days were: Inspector Gadget, Muppet Babies, Speed Racer, Rocko's Modern Life and AAAH! Real Monsters!.
