Zoroark legendary or not?

Do you consider Zoroark to be a legendary pokemon?

Ok so here is the thing, Do you consider Zoroark a legendary or a regular pokemon? I was thinking about this a lot. I know he doesnt have over 600 base stat points and isn't at the end of the pokedex like most legendaries (except victini) I personally consider him a legendary pokemon. First the ways to obtain him involve events as he is unable to be obtained normally in the game. Also its Illusion ability which is pretty unique and really cool. Also to me how it was portrayed in the thirteenth movie seems like a legendary pokemon. Even when it was first revealed I remember thinking it was a legendary then confused on how it had a pre evolution thinking "that doesn't happen" So I am curious what do you think about it?
 
GF doesn't call it a legendary... so yeah.
And no legendaries evolve.
 
Maybe a "legendary" PKMN as being found in Pokearth folk tales and such, but by the basic definition of "legendary," it hardly fits any criteria, if it can at all.
 
No, it is not a legendary pokémon. It is event exclusive but I think there will be more than one Zorua or Zoroark available in later games as wild pokémon like the originally egg exclusive pokémon Togepi which is now catchable in Route 230 and White Forest and Riolu which is now catchable in the Johto Safari Zone and Challenger's Cave.
 
I agree with everyone else who's replied. Zoroark is really just this gen's answer to Lucario, who was pretty hard to get in Gen 4. I'm fairly certain Z will have better availability in future games.
 
There's no question; Zoroark is officially a non-legendary Pokemon, as it evolves from Zorua. It's basically the Lucario of Generation V, and Lucario is also a non-legendary.
