Wattrel development YES! I think this'll be similar to HZ17 were the Brave Olivine was undergoing a storm and it helped Wattrel learn Spark. Either an new move or a potential evolution could occur here.

I don't expect any evolution here. This was never suggested.
I even think that Wattler will be the first regional bird to stay in base Form.

And I never said it was impossible, just that I seriously doubt that it will (won't?) happen.

I doubt they would even bother introducing Wattrel if they were never gonna evolve it, especially considering it is a 2-stage evolutionary line like Swellow and not a 3-stage like basically every other regional bird. They have no reason not to evolve it.

However, this does not change the fact that Wattler is ignored most of the time.
In such a situation, how can I believe that it can evolve?

The writers can still evolve them even if its not belivable they should evolve yet due to not doing much.

The writers can do whatever they want. They could evolve Fuecoco into Crocalor and then into Skeledirge in the same episode if they wanted to. Pokemon who haven't gotten meaningful development or appearances have evolved throughout the entire anime.
