Because of what TRNatalie posted. I never got the sense that they were outright evil or anything. They were, yeah, comic relief, but they also just want to be liked. They feel like chaotic neutral being led by a lawful evil (Giovanni), and had there been someone else to like them, they might not have been trying to impress Giovanni all the time, instead putting their efforts into being good at contests or running a daycare or something rather than capturing Pikachu.
 
This makes me want to watch a lot of Donald shorts
I personally prefer reading Donald Duck comics. Here in Finland, Donald Duck comics are more popular than any single comic in America, and almost every Finnish kid since 1952 (when the comic first started airing here, first monthly, then bi-monthly, and nowadays weekly) has grown up reading them.

To put it into numbers, in 2017, over 570.000 of Finland's 5.500.000 people read Donald Duck. That's roughly 10% of the entire population of the country. No other country in the word reads Disney comics as much as we do, and I doubt America is even close to these kinds of numbers with any sort of comic, or even all comics in general.

That's pretty much what the writers were thinking when they designed them. They aren't evil, just neutral guys who happened to hang out with wrong people. They even seem to be more successful at fair business than stealing stuff.

It's also their eternal optimism and ability to bounce back even after being blasted off hundreds of times that makes them appealing. I personally prefer them how they are now and were during Diamond & Pearl and XY: a threat that has to be taken seriously, but still doomed to fail every time. That's why I didn't like the Best Wishes series Team Rocket: they removed all of their flaws and made them two-dimensional and boring.
 
A day or two ago, I found the map of Johto from the recently rediscovered Pokémon Gold and Silver beta.

I have just seen a remarkable speech made by a remarkable man, who is the son of someone extraordinary and inspirational. The former's child, incidentally, happens to meet her paternal side's set standard. I'm inspired and proud to be a part of the new generation, and I'm personally going to make it a great one. Time to change stuff. If you hear about someone saving the world in a little while, it's probably me.
 
Real lightsabers are heavy. Like, three or five kilos. And if you were using them like in the movies... it'd throw you off. You'd just be waving a very heavy hilt around at first with a completely weightless beam

Unless you could sense the beam of course, which they probably can because of the kyber. But for a normal person it'd be all too easy to lop off one's head.
