I think it is the fact that they are so powerful without evolving that makes them legendary. Kind of like how Dragonite and Salamence aren't legendary because they evolve. Orre is based on Arizona if I recall correctly. Fiore, Almia, and Oblivia are side games. The Orange Islands exist in anime filler and thus have nothing to do with the games.

The regions seem to be getting larger and as such I believe that this is the most probable location for the new region, provided it continues with the tradition of being modeled after Japan, since it is the only unused space of decent size for a main series game.
