A friend of mine asked DarthWolf about that and was told that it's because the mods are worried laugh react can be used to mock other users in a belittling way.

LazySpy is correct. Even if the intention of such a reaction emote would be positive, it could be misused to mock or belittle people one disagrees with (e.g. finding an opinion laughable). For the same reason, the Charizard facepalm emote is not available as a reaction on posts.

Your point here is that it could be used to mock/belittle people, not it is being / has been used to do so. Give it a trial run, if it doesn't work out in a positive way then it can always be removed. The Charizard facepalm on the other hand is definitely a mocking emoji as it is, that much is obvious.
