I know this was already answered, but I wanted to add: I trained my Herdier to level 27 just by fighting Audino at Pinwheel Forest (the outer portion) and to level 32 just by fighting Audino in the inner portion of Pinwheel Forest So yeah, Audino. Heck, Max, when level 6, grew five levels...
