When are the cover legendaries gonna be announced?

For those who have been around during SM's speculation period, Solgaleo and Lunala weren't "officially" announced iirc until June (going by trailers here). Whether or not this will hold true for these current games, time will tell.

Any other official criteria you've got?
If a Pokemon was:
  1. Introduced in a Gen 7 game (yes. LGPE are main series. GameFreak have said so and theirs is the only opinion that counts here).
  2. Is grouped with Generation 7 Pokemon to a literal source code level.
Then I think it’s Generation 7. The intent is pretty clear.

If you're discussing integration with the region's story, then using that logic Zeraora and Marshadow are not Generation 7.
If Meltan gets exposure in Galar it will still remain Generation 7, like how Zygarde was Generation 6 and got focus in Alola games.
 
I don't like this debate because fan-made semantics are silly, but one could argue that LGPE are bridge games rather than Generation VII games. If Meltan is heavily incorporated into SwSh, which I find very unlikely since it's a mythical and there will be new ones, then I wouldn't compare it to Zygarde. But really, the interesting question is not related to any numbers so much as actual implementation.

This discussion will lead to nowhere... you're technically speaking and in this criteria you're right about it.

I was thinking something like story integration.

If meltan have nothing to do with galar in the future... gen 7 (as he appeared in alola anime)

If meltan appeared in anime just as a bridge to galar's story, being important in galar, then we might have something different here.

Yeah but many mythicals don't really have any connections to the region they are introduced in these days. Volcanion feels like something that would be better suited to Alola but was in Kalos. What relations do any of Gen VII mythicals have to Alola? And Zygarde had more presence in SM than XY and that's sad considering it is supposed to have links to Yveltal and Xerneas. Heck even some normal pokemon have connections to different regions. Like Lucario and Kalos thanks to Mega Evolution. So I don't think that should be a marker for deciding which generation a pokemon belongs too.
 
I'm expecting box art in may with the legendaries, and full details including names in june, like with SM
I'm expecting more with April the legendarys and boxart, it was february that sun and moon's name was dropped, and march/april the starters.
