1) Go to where Staravia appears, run around a lot until you find another (not suggested)

Sounds like most likely what happened was you walked out of the radar's range. This doesn't mean you left the grass, it means that you walked far enough away that you couldn't see any of the patches that shook. Sometimes this is easier to do than you think ,it happens to the best of us.

This only works in Silver, Gold, and Crystal (Not HGSS) because back in those days shinyness was based off IV's. This isn't the case anymore, breeding shiny Pokemon with another normal, or even another shiny Pokemon results in the same odds as breeding with non-shiny parents in Gen 3 and 4...

Are you hitting your target time/ delay/ seed? You can call Elm to verify that you hit your seed.
If you know you're hitting your target time and delay check the little things, such as making sure you put the right ID/SID, making sure you're on the right day, etc.
