It is possible to max out EV's on Join Avenue yes, if you do it in correct quantities. The wings should only be used as a failsafe, to ensure that when the person says "This pokemon is strong already!" that it isn't because that quantity would put it over 255

Only that they won't boost a stat beyond 255. When my pokemon's stats get to that point, I use Wings until those stop working *because they give 1 EV per wing*

They allow me total control over what stats get boosted. For example, I use Kelpsy Berries on my Espeon to lower his Attack EV's, and then I can pile more Special Attack EV's on him. Pokemon can only have 255 on a single stat, and only 510 EV's total. That's why I`m hunting for EV berries, so that I can decrease the stat I don't intend on using/focusing on and boost the stat I plan to make full use of.
