Like I said earlier, Tail Whip only lowers DEFENSE, not Special Defense. Because Pichu does not have any Physical attacking moves, using Tail Whip wastes a turn. :/

Concerning your RP, I'd suggest looking at Pichu's moves. Tail Whip doesn't do anything at all, since Pichu doesn't have any physical moves. Also, try to describe your attacks and reasoning process in your posts.
