Play! Pokémon, formerly called Pokémon Organized Play, has announced that, as of July 1st, only expansions from HeartGold & SoulSilver-onward will be legal in sanctioned Pokémon Trading Card Game tournaments.

So they did decide to rotate early. No worries, my old deck is now dead, but I have a good HS+ deck at the moment anyway.
