I have found out how to get other Pokemon on Red/Blue than Mew at Lv7
You MUST have Fly
You MUST not have beaten the Gambler(G) on Rt.8
OR the fisherman(F) on Rt.12 with a
Poliwag,Shellder,Goldeen & Horsea (all Lv21)
I will put "G" or "F" beside the ones i know as I am pretty sure it depends on which u Fly from as to what Pokemon you find
2+ obviously means u will have another chance

-Blastoise
-Arbok(F)
-Parasect
-Venonat
-Psyduck(G and F) {2+}
-Mankey(F)
-Growlithe(G) {2+}
-Arcanine(G)
-Poliwag

as can be seen see now several things can be seen
1.Pick either Charmander or Bulbasaur as you'll get Blastoise
2.You can encounter "Glitch PKMN" way earlier--Max Masterballs Anyone!!??
3.Pick your favourite "Hitmon" but you'll get both anyway
4.Pick the Dome Fossil as you will get Omanyte
5.You can get THREE Moltres!!!!!
6.You get a Lv7 DRAGONITE!!!!
7.No more Magikarp/Abra totally annoying u just get Gyarados/Kadabra!
8.Electabuzz,Growlithe,Arbok,Mankey,Arcanine and even Graveler/Golem which normally need to be traded can be caught on Blue!!
9.Pinsir,Magmar,Mr.Mime & Chansey are all easier to get
