Yeah. It would just be Gou encroaching on Ash's goal.It's not a matter of his team more like a matter of motivation. Goh doesn't give a damn about battling seriously the way Ash does so why should we expect him to suddenly follow Ash's footsteps? Plus people would just get mad if Goh starts taking part in the same goal Ash is pursuing in this saga.
I think that the Gym Leaders will just be PWC opponents for Ash.Go isn't going to do the PWC. However, its possible Go is going to do gyms eventually and then challenges leaders who aren't participating in the PWC.

Sorry, my belief of Go entering the PWC hasn't changed. Unless proven otherwise I think he will eventually enter and reach Super or Hyper Class. He is already taking Hop's place in the Darkest Day

Hell even the idea that he might battle more seriously in the future is flimsy 'cause the only real evidence is the new opening even though openings have been misleading before.

He may battle casually but he won’t encroach on Ash's goal. The entire point of dual protagonists was one focuses on catching and one battles in the PWC.
