If it gets a ribbon it won't be able to go through the WiFi ................... why are people worried, lol?

do you even know what you are saying? Outrage is a nearly unresisted stab move, with just one resist in the entire game. You can't compare v-create and Outrage. So, many Pokemon can set up on V-create. On an Outrage, only steel types can even setup.
Also overheat has another benefit. If rayquaza gets burnt, he can still use overheat, but not v-create.
Rayquaza is too fast for trick room teams, not good enough. Cb sets are pretty much outclassed by Garchomp.

Nope, not possible, kyogre can easily utilize that speed drop to ko rayquaza. I assume that you are talking about a cb set here.

Rayquaza won because it's powerful, cool-looking, and coveted by trainers. Its base attacking and speed stats are absolutely amazing, even for a legendary pokemon, and it has a very wide movepool. It doesn't have to do as much as the "popularity" of the third generation of games; some pokemon in that generation aren't as popular as some in other generations.

Why did you think Arceus, a fourth generation non-mascot pokemon, got the most votes out of any of the 493 pre-Gen V pokemon for the international Dream World distribution? Arceus is a pokemon that, just like Rayquaza, is very powerful and coveted by players. If Gen III really was the most popular generation of the main series games, then naturally a Gen III pokemon would have won that poll since it was everything goes.

Rayquaza may arguably be the most popular pokemon that has ever been a mascot of a pre-Gen V main series game. It doesn't mean that everything about that entire generation is better than those in other gens.
 
I would've preferred another Pokemon to get the promotion, but I suppose Rayquaza's fine too. Another user of V-create is fine, because there aren't many users of that move.
