Does anyone know how often voice actors are brought in to record new voices for a Pokemon's speech, and how often they just re-use a previous recording?

And on that note, does Team Rocket's motto ever re-use old audio recordings as well?
 
They don't normally use previous recordings. It's easier to record them anew.

It's usually hard for me to tell for sure, but Wobbuffet, for example, has a few very distinct ways of yelling out his name, which seem to be recycled.

At least in Japanese, I'm pretty sure the motto is recorded anew every episode because (especially since stock animation) that's something I kept a beady ear out for.
 
When TPCI robbed 4Kids of the series, for the first two seasons, they re-used stock recordings of some of the 1st & 2nd gen Pokemon (Squirtle, Scizor, Poliwag, Blastoise, Koffing in one episode and some more) but then stopped afterwards and have continued to bastardize many of the voices from how they were done and how they should sound. Literally every "big" Pokemon has now the same grunty horrible voice done by probably the same guy (Machamp, Blastoise, Venusaur, Golem, Snorlax, Poliwrath the list goes on) . Real talent...

They actually reused 4Kids' Glalie voice for Sinnoh League Victors as well (of course, without Oliver Wyman's permission) before preceding to bastardize its voice as well, but your analysis is spot-on IMO.
 
I'm pretty sure Team Rocket mottos are recorded anew because the wordings and accents are occasionally different. Sometimes they'd add a more dramatic tone, and sometimes they'd adjust the pacing if Team Rocket happens to say their motto while they're dancing/running away/etc. It's probably the same for everywhere.

Oh yeah, I can tell that it typically sounds different each time. I just wondered if there were some occasions where they might decide to re-use an older motto's recording if the lip flaps match up. I didn't expect it to be the case, though.
