Misty has swooned over the idea of being in love several times. In fact in the Nidoran ep of the Orange Islands, Misty says "I'm a romantic!" which causes Ash to sigh in disgust. Misty has not only helped several other people to express their feelings for each other, but has daydreamed about her lovelife many times.
May likes the idea of love as well, as seen in the Volbeat/Illumise episode where she talks about the "power of love" and tries to get the two trainers to fall for each other. She also gets extremely happy when her Mom and Dad have their anniversary and talks about how much they love each other. Lastly she likes the roses she gets in late AG.
Jessie has talked about a man "sweeping her off her feet" for 10 seasons now and constantly talks about how she'd love to find love in the series. She's probably the worst case scenario for a romantic in the series.
Lastly there's Dawn, who to my knowledge hasn't really talked about love at all. I'm not even sure if she noticed that her Buneary likes Pikachu.
