Finding Horsea in Sapphire

I haven't been able to find any Horsea, in the year and a half that I've been playing. The dex says they're on the same route as Pacifidlog, but I can never find them. Any hints?

I think that you have to Surf through the rapids (sailing leftwards from Pacifidlog) to one of the little islands, then fish into the rapids using the Super Rod.

That's what I always do. It's not easy to find, but they'll pop up eventually.

The same thing goes to Bagon, but in Emerald.
Ya know these pokemon are truly existing, but they are hard to find. I one am just searching for a Bagon for much time in the area where my poke-navi shows, but none does appear.
