Does anyone know if this event will allow for non-Japanese (specifically US/English) versions to be involved in the trade? I am in Japan but only speak a handful of words at present, and using Google Translator on the website link didn't answer that question. Hopefully someone else might have the answer? :embarass:

The recent Inkay could be obtained in games regardless of 3DS region, so it is certainly possible. You may as well try (and take any excuse you get to go to a Pokémon Center; those places are amazing). I know in Gen V event distributions were locked by game language, but now they don't seem to be (or at least Inkay isn't).
