Anyway, Bebe's house is next to the Pokémon Center in Hearthome, and it's at Level 5.

You also have to have the national Pokedex, IIRC.

I don't think you even need to beat the Elite Four. You just need the National Dex.

Technically no.

It makes it easier, but you don't need to if you can get all of the Pokémon seen in the Sinnoh Dex beforehand.
