If a username has a strike through like this: PkmnGreen Does this meant the user has been banned?

And if you get enough infractions can that lead to a banning?

PkmnGreen would mean that the user was banned. ([noparse]Use tags to get strikethrough[/noparse]).

Points gained from infractions can lead to bannings.
 
[noparse][/noparse] will create slashes.

And yes, when a username has a slash through it (PkmnGreen), it means that the user is banned. Banning generally happens due to accumulation of infraction points, as per the rules.
