Safari Zone in Emerald

Hello. I imported Emerald (JP) 2 years ago and I have throroughly enjoyed it. I stopped playing it for a while. However, I've resumed all the GBA series games b/c I pre-orderd Diamond.

Anyways, I beat the elite 4 a long time ago, and I try to get into the safari zone, but it won't let me get in. Obviously if I could read Japanese, I wouldn't be in such a situation. If anyone knows of why I can't enter, please tell me. I read that there are G/S/C Pokemon in a new sector of the Safari Zone, exclusive to Emerald.

You need to get the Pokeblock case. I've completely blanked on WHERE you get it, but that's the only item you need.
