Speed is the most defining factor for victories in pokmn. Here is the chart if you don't want to read any explanation:
Rank - Minimun base speed required
Explanation
Taking as reference the fastest pokemon at lvl. 100 in the game, deoxys-speed with the ridiculous 180 base speed, the maximun speed is 504, if it isn't using a beneficial nature then will be 459.
This limit can be surpassed by using speed boosting moves such as agility or flame charge. Thus I categorize the pokemons in tiers from A to F based on how difficult is to them to surpass the top speed.
Let's call the 504 rank S+ and the 459 rank S
A needs to boost 1 level of speed
B needs 2 levels in speed
C neds 3 and so on.
Within the ranks are a subdivision, for isntance There are A+, A, and A-.
[(504/1.5)+1] for surpassing the S+
[(459/1.5)+1] for surpassing the S

So, this means for example, you wanna use Emboar. It has a 65 base speed. So it will be B- since it will require a beneficial speedy nature (like jolly) and 2 levels of speed to surpass the 459. But will never surpass the 504 with only 2 levels.
This chart doesn't mean that a B rank is worst than an A rank. It will depend of the moves they have access to and how likely they will be capable of use it.
For example Metagross has a 70 base speed that's a B rank. But it can boost 2 levels at once with rock polish and have more that enough bulk to whitstand a few hits to use it safely. With proper points and nature investments, after just 1 boost you will surpass everything that is kot also boosted.
Usefull fact, choice scarf or 1 level of boosting put you more or less over 5 levels above. For instance, shuckle, with max speed investment reach 119 (total speed, not base) and that's a F-. But if I give it a choice scarf, it reaches 178 speed. That's equivalent to a D or D+.
Take this in mind to know what you can surpass with a Scarf and what you can't.
Finally, you will probably never try to surpass a full speed investment deoxys-speed (who will do full speed investment on S-Deoxys anyways?) but now you know what you can get with your boost. For isntance if you wanna surpass the 130 base tapu koko, you may be able to surpase it with a Scarfed A- rank pokemon maybe even not fully invested on speed
. (Probably even with lower tiers scarfed pokemons but you will need to do your math yourself)
