Were all of Tobias Pokémon "legendary" in his team or did he have "normal" ones too?

Or maybe she has some Legendaries.
Why would Tobias wait that much to challenge the Elite Four and the Champion?
Not that we will ever know, because Tobias was there only to make Ash lose.

Do we even know how much time has actually passed since the end of the Sinnoh conference and Cynthia`s subsequent appearances though? There could be a whole load of reasons if he hasn`t yet though, for example he could have seen some other legendary shortly after the league and spent a load of time chasing it down and trying to catch it.
But yeah, you`re right, we`ll never know. He`ll probably never even be mentioned again, let alone appear, just like all the previous conference champions.
