oh yes sorry I meant when your Palkia has 1/4 of its health left.

Ok. So you switch to Palkia on the first turn.
If I do more than 1/4 damage your Palkia is dead
For Deoxys:
If I do half damage your Deoxys is dead.

When those 2 pokemon with those healths are left, I win.

1 option is you come in with 4 pokemon. But lead with an unshown pokemon and on the first turn switch to Palkia. If I do 1/4 or more Damage then you have to switch and Palkia is counted dead. When you switch in Deoxys, the moment your deoxys looses 1/2 of its HP its dead. So eventually when a 3/4 or less hp Palkia and a 1/2 or less health Deoxys are left on your team you run from the battle.
