Cosplay tips?

I want to put together an Hoenn Ash costume for Halloween this year, and was wondering if anybody had any tips on how to go about making one.

I've already got the hat, and the gloves shouldn't be too hard. The main thing I need help with is the vest/hoodie thingy. Anybody know where I can find anything that looks similar to Ash's?

Hmm...That might be tricky. I'd just make it... go to Goodwill, buy a blue hoodie, and then customize it. I think it's sleeveless over a black t-shirt, so you'd have to cut the sleeves off, but it shouldn't set you back more than $5, and you can use felt to do the detail. I usually just go to thrift stores to get my cosplay stuff.
