SoulSilver. Lugia is my favorite legendary so of course I chose it. And it seems more appropriate to me that Lugia should be caught at level 45 and Ho-Oh at level 70. Ho-Oh always seemed the much more powerful of the two. Though I do wish I could catch Growlithe in game though. But SoulSilver is still the best.
HeartGold. Partly because I had Gold when it first came out; and partly because I like Ho-oh.
With the introduction of Wi-Fi trading in Generation IV essentially negating the point of version exclusives, it didn't really matter from that point of view.
Thankfully Black and White have more differences than just wild Pokémon availability.
SoulSilver. A: Lugia's my favorite of the two, and B: I never would've beat Red without Ho-Oh being the one at level 70. If it were HeartGold I got the Level 70 Lugia would be no match for Red since it lacks attack power and Ho-Oh's godly 50% burn rate with Sacred Fire.
HeartGold. My sister has SoulSilver. I was originally going to get SoulSilver because my sister wanted HeartGold (I always get the opposite version of hers) but then at the last minute she decided she wanted SoulSilver instead, so I got HeartGold.
I got HeartGold, to mirror the version I bought 10 years prior. Well, both that and the fact that I'd heard Ho-Oh's cutscene was superior to Lugia's, which it most assuredly was.
I did eventually end up getting SoulSilver too, though I definately regret doing so.
