They don't have the important rules yet though...like the banlist.

If it's anything like the last two years, where it's been the same as Japan, the ban list will be:

Victini
Reshiram
Zekrom
Kyurem
Keldeo
Meloetta
Genesect

Also, the end of the article is wrong. San Diego is the location of Worlds, Regional and National Qualifiers will most likely take place in May and June (If 2009 and 2010 are anything to go by). Sure, there are Last Chance Qualifiers, but Worlds is mostly an Invite-only competition, with invites being earned by winning Regionals/Nationals. That means there is 3 months of training.

I really hope that people can use Victini.

You do realise this has been known since last fall right? PokeBeach had this posted MONTHS ago.

This is only 100% confirmation of the rules for North America and Europe. Of course the Japanese rules would be kept the same, but it's nice to have confirmation.

I really hope that the Japanese don't dominate this year's tournament. It's a tad unfair that they get 5-6 more months to prepare every year than Western players. But the good VGC players import their games anyways, so it's some solace.
