Cresselia imo, it`s just horrible. Also, you forgot Keldeo (who probably isn`t the worst legendary anyway).

Phione in the poll. However, if we're not counting it as a legendary (I'm on the fence about that,) then Regigigas, no doubt. Its ability is what holds it back.

Keep in mind when they were created there was no precedent, so the standards were a bit lower (at least as far as power goes)

I'd have to say Arceus. Not that it's a bad battler, I just hate the idea of one supreme being who created the Pokemon world. I think religion of any sort should stay in the real world.

Also it just takes some of the mystery and wonder out of them if you know where they came from.

I'd have to totally say Regigigas. That thing has such a god-awful ability, non-spectacular stats (even some NON-legendaries have better attack), and weird design (You'd think the Colossal Pokemon would be bigger than 10 feet).

Seriously that thing was on everyone and their brother's team, so it get's my vote for being a legendary whore.

Phione because it is a legendary to me. Honestly who would vote Mewtwo the worst?! Also Phione is just as much a legendary as it isn't. It is just a semi legendary. We have no confirmation that it is or isn't.

Okay people, I made this Poll based on the legendary pokemon list that is on Bulbapedia! Keldeo is A legendary but is NOT on that list yet, also Phione IS on that list, So I see him as a legendary. And now lets get back on topic, In my opinion I think it'd be one of the Regis, I really do not like the designs.
