It's a good thing that most people aren't as stupid as the marketing division and you would have thought. The movie did absolutely nothing to promote Mega Evolution, going as far as to refer to Mega Mewtwo as "Awakened Form". The fact that the last movies tend to do worse than their predecessors doesn't explain the reason why that keeps happening. The end of a generation is supposed to be an exciting period given the anticipation of a new generation. Besides, the real problem here is that Movie 16 will no doubt end up being the second lowest-grossing movie, with Movie 5 being the lowest. In fact, the Best Wishes movies as a whole did worse than their counterparts in previous generations (with the exception of Movie 16 compared to Movie 5).As I've said before, the last movies in a series tend to do the worse than their predecessors, so this movie not doing so great isn't shocking.

Actually, that's more or less how it is on the Show. The Movies are a different story (both literally & figuratively), being done as obligatory busy work to promote distribution events & new/upcoming games. (Being caught between generations can't be very helpful either)

Let's list some of the possible reasons for the movie's relatively lackluster numbers. Mind you, I'm just echoing what the Japanese fans are saying:
1. The movie focuses on Genesect, which isn't as popular as Mewtwo is.
2. The distributions weren't rewarding as Genesect was previously available via two Wi-Fi events, and Mewtwo can be caught in previous games in addition to having a Wi-Fi promotion in late 2011.
3. The replacement of the original Mewtwo. The marketing relied on Movie 1's success, going as far as to leave Mewtwo's identity vague, but it was just a trick which led to disappointment.
4. The lack of connection between the movie and Episode N. Again, the initial marketing was misleading.
5. The lack of new Pokémon aside from Sylveon (in the short) and Mega Mewtwo (which isn't brand new and wasn't properly promoted).
6. The Eevee short detracted from the movie's appeal.

You're thinking of the Giratina movie; the Arceus one garnered 4.67 billion yen. Here's a list of the numbers for anyone who is interested. Note that Movie 14 was barely more successful than Movie 13; it would have done worse if it hadn't been for the dual release gimmick.and compard with the Arceus movie, it's ridiculous (has 4,8 billion yen) specially when Japan's GDP drop a 7% in 2009.
